Even in the most traditional of cold war bimbo programs, there was always a need for specialty models, take for example this eastern European model.
Most of the bimbo output for the eastern block was more traditional, big blonde hair and breasts, with a definite perchance of shoulder pads. However, specialty models had their place as well. Some focused on niches, and in this case the riding crop is the dead giveaway that this model was used in counter bimbo training.
These kinds of models were used to ensure that the security officers, political officials, and other high ranking individuals, had the appropriate exposure to ensure they would not fall prey to one of their geopolitical rivals programs.
Of course, those that failed to pass the training on the first try, often had to repeat it again, and again, and again. While records are obviously limited, the most repeat attempts at passing the course is surly well above the reported 13 times a particular political officer repeated it.
