Early cold war bimbo programs often focused primarily on the wetware side of things, leaving the hardware mostly as it came to them.
This produced mixed results, as with this unit where the wetware was nearly production ready, but the hardware was left lacking.
Of course these early units were still quite effective, with the right wetwear tweaks they could easily offer very tailored services to their targets.
If fact, there is an argument to be made that these early units paved the way for the variety of hardware that eventually came to be the hallmark of the cold war bimbo programs.
